The Red Book is a handbook created by HYDRA detailing the Winter Soldier Program, including how to access the HYDRA Siberian Facility and the trigger words needed to control the Winter Soldier.

The book was used by Vasily Karpov, a colonel in the Soviet Armed Forces, who used the book to assassinate Howard and Maria Stark and steal a recreated version of the Super Soldier Serum. In 2016, following the Battle of Sokovia, Helmut Zemo stole the book from Karpov after drowning him, in an attempt to divide the Avengers. Zemo, posing as Theo Broussard, read the trigger words to the Winter Soldier, causing the Escape from the Joint Counter Terrorist Centre
