Colonel Baron Helmut Zemo is a Sokovian nobleman. A former colonel of the Sokovian Armed Forces, Zemo commanded the Sokovian paramilitary death squad EKO Scorpion. Following the Battle of Sokovia, Zemo sought vengeance on the Avengers for their role in the conflict, culminating in the Avengers Civil War. Zemo was inevitably arrested and imprisoned in the Berlin Correctional Facility.
Eight years following his imprisonment, Zemo was recruited by Sam Wilson to help take down the Flag Smashers and successfully did so; Zemo continued the rest of his sentence in the Raft at the Dora Milaje's request.
