The capture of the Winter Soldier was the culmination of a manhunt to locate the Winter Soldier. Carried out by the Joint Terrorism Task Force, the GSG 9 and War Machine were able to locate the Winter Soldier in Bucharest, Romania, as Captain America and Falcon found him.
