Alexander Goodwin Pierce was the secretary of the World Security Council and a covert HYDRA leader. A trusted ally of Nick Fury, following an incident in Bogotá, HYDRA recruited Pierce and were able to use his position in the World Security Council to organize the release of Werner Reinhardt, another follower of HYDRA.
By 2012, Pierce had organized an uprising of HYDRA within S.H.I.E.L.D., an operation that was exposed by Steve Rogers in 2014. As part of HYDRA's plan, Pierce initiated Project Insight, a plan to weaponize the Helicarriers and target individuals deemed a threat to HYDRA using Zola's algorithm. Pierce's efforts were ultimately stopped, and he was killed by Fury.
